Exceptions under §9.50.070(D): emergency repair of existing installations, and work performed under a written 'early work permit' issued by the City Manager for hot/inclement weather, long-process materials, or other compelling circumstances. The state-law backstop is CA Gov Code §65850 (general police power over construction) and CA Public Resources Code §21000 et seq. (CEQA noise mitigation).
