The first violation in any one (1) year period shall be subject to a fine of fifty dollars ($50.00); a second violation... seventy-five dollars ($75.00); a third violation... one hundred dollars ($100.00). A fourth or subsequent violation... may be filed as a misdemeanor... may be enforced by a Police Officer.
