Long Beach regulates fence materials under LBMC Title 21 Ch. 21.43. Barbed wire and razor wire are prohibited in residential zones. Chain link fences require Planning Bureau approval in certain districts.
Under LBMC 21.43.030, in all zones barbed wire, razor wire, and similar materials shall not be attached to, imbedded in, or laid upon any fence or wall, excluding decorative wrought iron. Permitted fence materials include wood, chain link, wrought iron, and other similar materials. Masonry, concrete, brick, and similar solid materials are also permitted. Fences of wood, chain link, or wrought iron measuring 6 feet 6 inches or less in height do not require a building permit. Walls of concrete, masonry, brick, or similar materials measuring 4 feet or less do not require a building permit. In all cases, the Planning Bureau must review and approve the location, height, and material. For the special fence height area, the additional foot of height above 3 feet in front yards must be wrought iron or chain link. Industrial properties may construct 12-foot wrought iron or metal tubing fences in the front setback. Over-height fences and walls require engineered drawings reviewed at the Development Permit Center.
Use of prohibited materials (barbed wire, razor wire) or construction with non-approved materials results in code enforcement action requiring removal or modification. Over-height walls without permits face stop-work orders and potential demolition requirements.
