Summary

Carson requires a solid masonry wall, not a wood or chain-link fence, on commercial lot lines next to residential zones in this Los Angeles County city.

A solid masonry wall shall be placed along any lot line abutting or separated only by an alley from property in a residential zone. Except in a required front yard area and any abutting future right-of-way area, such wall shall be six (6) feet in height. In a required front yard area and any abutting future right-of-way area, such wall shall be three and one-half (3-1/2) feet in height, except fencing material of any type may extend above the three and one-half (3-1/2) foot solid masonry portion to a height not exceeding six (6) feet, provided such extended portion does not impair vision by obscuring more than ten (10) percent of the area in the vertical plane. Except as required by other laws and regulations or as a condition of a tract or parcel map approval, no fence, wall or hedge in a commercial zone shall exceed a height of eight (8) feet. The height of fences, walls and hedges shall be measured from the finished grade at each point along the fence, wall or hedge. Where there is a difference between the grade on the two (2) sides of the fence, wall or hedge, the higher grade shall be used. The height and design of fences and walls within the CA Zone district shall be subject to CMC § 9138.15(D). (Ord. 03-1279 § 13)

Full Breakdown

Where a commercial-zone lot line in Carson, California abuts (or is separated only by an alley from) a residential zone, Carson Municipal Code § 9136.3 requires a solid masonry wall rather than open fencing. The masonry portion drops to 3-1/2 feet in a required front yard, but non-masonry fencing material may extend above that masonry base up to 6 feet total as long as it does not obscure more than 10% of the vertical sightline. The industrial-zone counterpart, CMC § 9146.3, imposes the same solid-masonry requirement (6-8 feet) where an industrial lot abuts a residential zone. The residential-zone fence section, CMC § 9126.3, sets only a 6-foot height cap for fences, walls and hedges and does not itself prescribe material.

Violations & Fines

Building without required permits or a non-conforming fence can bring a stop-work order, permit revocation and infraction citation under the general zoning-violation penalty provisions.

Frequently Asked Questions

Can a Carson business use a wood fence instead of masonry along a residential property line?
No. CMC § 9136.3 requires a solid masonry wall on that lot line; only the portion above a 3.5-foot masonry base in the front yard may be open fencing material.
Does this masonry rule apply to a residential backyard fence in Carson?
No. The residential zone fence rule, CMC § 9126.3, caps height at 6 feet and does not require masonry construction.
