Section 26-78(a) of the Development Code splits fence-material rules by zone. In residential zoning districts, barbed wire, electrical fences, razor wire, and similar objects cannot sit on top of any fence or wall, with no exception carved out for security or agricultural uses. The same subsection separately bars chain link fencing in residential districts within any front yard area or any area visible from the public street, though it allows chain link at construction sites and other temporary uses, or wherever else the Development Code specifically permits it.

A fence built with prohibited materials is treated as a zoning violation subject to the Development Code's enforcement provisions administered by the Community Development Department, and correction typically means removing or replacing the noncompliant material before any related permit can be finalized.
