A fence permit is required in Long Beach for fences over 4 feet or retaining walls over 4 feet. Fences over 6 ft 6 in require engineered drawings. Planning Bureau review is required for location, height, and materials.
Under LBMC 18.05.030, a permit is not required for any type of fence under 4 feet in height above grade. However, all fences regardless of height must comply with Title 21 zoning regulations for location, height, and materials. A fence permit is required for any fence over 4 feet high. Masonry walls (CMU/concrete block) over 4 feet require a building permit with engineered drawings. Fences over 6 feet 6 inches or walls over 4 feet above grade require engineered drawings and line surveys for commercial properties, or engineering drawings and installation instructions for residential properties, all reviewed and approved at the Development Permit Center. For common property line walls and fences, the City requires consent of all affected property owners via Form-013, unless the wall and footings are entirely within one property. Permits are obtained at the Development Permit Center, City Hall, 411 W. Ocean Blvd, 2nd Floor.
Construction of fences without required permits is a code enforcement violation. Unpermitted fences may need to be removed or modified. Contact (562) 570-5223 (LBCD) for permit inquiries.
