Gas-powered leaf blowers are banned within 500 feet of any residence under LAMC 112.04(c). Electric blowers are permitted but restricted to 7 AM-10 PM in residential zones. The ban has been on the books since 1998 though enforcement has historically been limited.
LAMC Section 112.04(a) prohibits operating lawn mowers, blowers, edgers, or other powered equipment in residential zones between 10 PM and 7 AM. Section 112.04(c) specifically bans all gas-powered blowers within 500 feet of any residence at all times. Both the operator and the person who contracted for the services are liable. Section 112.05 limits all powered equipment to a maximum of 75 decibels between 7 AM and 10 PM in residential zones or within 500 feet thereof. Electric leaf blowers remain legal during permitted hours if they comply with the 75 dB limit.
Gas-powered blower violations are punishable as infractions with fines up to $100 per LAMC Section 112.04(c). LAPD enforces the ban. Residents can also report violations to the Bureau of Street Services at 800-996-CITY.
