Olathe, KS Noise Ordinances: Leaf Blower Rules (2026)

Subsection (P) is part of Olathe's Noise Control Ordinance, and it is the provision that governs leaf blowers and other powered yard equipment in this Johnson County, Kansas city.

What equipment is covered. The subsection names any mechanically powered saw, drill, sander, grinder, lawn or garden tool, or snowblower, and then adds "similar device." A leaf blower is not listed by name. It falls under the lawn or garden tool wording, along with other motorized yard equipment. Because the text says mechanically powered, a hand rake or a manual saw is outside the subsection.

Where and when. The rule applies to devices used outdoors in residential areas. The restricted window opens at 11:00 p.m. and runs until 7:00 a.m. the following day, so it covers the overnight stretch and no daytime hours. Subsection (P) itself sets no limit on these tools outside that window.

What counts as a violation. Running a tool late at night is not enough by itself. The Olathe text requires that the operation "cause a noise disturbance across a residential real property boundary." The sound has to carry onto another residential lot and disturb someone there. The subsection also reaches beyond the person holding the tool. It covers "operating or permitting the operation," so an Olathe property owner who allows a contractor or family member to run covered equipment overnight is within its wording.

The snow exception. Olathe suspends the overnight restriction for the twenty four (24) hour period immediately following a snowfall or other weather related emergency. During that period a snowblower, or any other listed tool, may run between 11:00 p.m. and 7:00 a.m. without violating subsection (P). The exception is tied to the weather event and not to the type of tool, and it ends once the 24 hour period has passed.
