Massachusetts counties do not regulate leaf blowers. Rules are set by each of the 28 cities and towns in Norfolk County. Brookline adopted Article 8.31 banning gas-powered leaf blowers year-round (phased in through 2025). Newton, which neighbors the county, also restricts gas blowers. Most other Norfolk County towns (Quincy, Weymouth, Dedham, Braintree, Randolph, Stoughton) regulate blowers only through general noise bylaws with typical hours of 7 AM-8 PM weekdays and 9 AM-6 PM weekends. There is no statewide MA leaf blower ban. Peak complaint season is October-December.
