Lynnwood, WA Noise Ordinances: Leaf Blower Rules (2026)

LMC 10.12.300 is Lynnwood's general noise-disturbance ordinance, and subsection (B)(10) specifically addresses yard equipment: it is unlawful to operate or permit the operation of any mechanically powered saw, drill, sander, grinder, lawn or garden tool, fan, or blower outdoors in a residential area between 10:00 p.m. and 7:00 a.m. the following day if doing so causes a noise disturbance across a residential real property boundary. The Lynnwood Police Department administers and enforces noise-disturbance complaints under LMC 10.12.700(A), while the development and business services department handles noise arising from other residential, commercial or industrial sources under LMC 10.12.700(B).

Even outside the 10:00 p.m. to 7:00 a.m. curfew, blower and power-tool noise is not unlimited: LMC 10.12.500 sets maximum permissible dBA levels by zone classification (EDNA), and a residential (Class A) receiving property's daytime limit still applies, with the nighttime limit automatically reduced by 10 dBA under LMC 10.12.500(B)(1). Emergency work needed for public safety or to restore property after a calamity is exempt under LMC 10.12.200. A conviction under LMC 10.12.300 is a misdemeanor under the general penalty in LMC 10.12.800, and enforcement can also proceed on a plain, direct complaint that a blower or power tool is audible across a neighbor's property line during the restricted overnight hours, without any decibel measurement being required.
