Frisco, TX Noise Ordinances: Leaf Blower Rules (2026)

Section 54-89 defines 'power equipment' broadly as any motorized electric or fuel-powered equipment, including but not limited to tractors, lawnmowers, and other similar devices, a definition that reaches gas and electric leaf blowers along with mowers, edgers, and trimmers. Section 54-90(b)(7)a carves that category out from the construction-equipment rule in subsection (6) and applies its own residential-district, quiet-zone, and 500-foot buffer standard: running power equipment there in a way that causes a noise disturbance is a violation at any hour, and it becomes a 'noise disturbance per se,' requiring no additional proof, if it happens between 10:00 p.m. and 7:00 a.m.

In a nonresidential district, subsection (b)(7)b applies the same disturbance test without the automatic nighttime trigger, so daytime commercial landscaping crews are judged on whether the noise actually disturbed someone. Because 'quiet zone' under section 54-89 covers any property where a school, hospital, clinic, or library operates, a landscaping crew blowing leaves next to one of those uses is held to the residential standard, and to the 10:00 p.m.-to-7:00 a.m. per se rule, even in an otherwise commercial area. A landscaper who cannot avoid early or late work, such as a commercial contract requiring pre-dawn service, can apply to the city manager's designated representative for a permit of variance under section 54-92 for a $25.00 fee, and appeal a denial to the city council within ten days under section 54-93.
