Frisco, TX Noise Ordinances: Leaf Blower Rules (2026)

Unlike a handful of California and East Coast cities, Frisco has no leaf-blower-specific decibel cap and no gas-blower ban. Operation is governed by the general noise ordinance in Frisco Code Chapter 66 (Offenses), which limits mechanical landscaping equipment — including backpack blowers, handheld blowers, and push blowers — to 7:00 AM through 7:00 PM Monday through Saturday and to reduced Sunday hours near sleeping quarters. TX Penal Code §42.01 (Disorderly Conduct) provides the state backstop at 85 dB and requires a peace-officer warning before a citation can issue. Commercial crews working Frisco's master-planned communities must also comply with individual HOA contractor rules (Starwood, Stonebriar, Frisco Lakes often narrow the window further) and may not operate in a manner that pushes dust, grass clippings, or debris onto neighboring property under Frisco's general nuisance provisions. Electric and battery blowers are unrestricted beyond the hour rules and often preferred for early-morning jobs at HOAs that want lower sound.
