Section 23-3(f) lists activities exempt from the chapter's zone-based dBA limits, and item (3) covers "domestic power equipment such as, but not limited to, power saws, sanders, grinders, lawn and garden tools or similar devices," which plainly reaches gas and electric leaf blowers. The exemption only applies during set windows: 7:00 a.m. to 9:00 p.m. Monday through Saturday, and a shorter 9:00 a.m. to 8:00 p.m. window on Sunday, and it is conditioned on the equipment's noise discharge from exhaust being "adequately muffled." Outside those hours, or with an unmuffled machine, the operator loses the exemption and the noise is measured against the ordinary residential limits in § 23-3(b), which cap noise reaching an adjacent residential zone at 55 dBA by day and 45 dBA at night.

A neighboring exemption in § 23-3(f)(4) covers snow removal equipment on the same good-repair, muffled-exhaust condition, without the domestic power equipment's time window. Because subsection (c) treats any noise plainly audible off the property as prima facie evidence of a violation in the absence of a meter reading, an early-morning or late-night blower running before 7:00 a.m. or after 9:00 p.m. is not hard for the police department to document on a resident complaint under § 23-7. Enforcement carries through to community court under § 23-8, where a conviction can bring a fine up to $90.00, up to 25 days in jail, and community service, without access to the § 1-5 appeal process that applies to most other code violations.
