1 sets the ground rules: loading space cannot be counted toward a site's required off-street parking, no loading space may block or project into a street, alley, access drive, or parking area, and loading facilities must have clear access onto an alley or be connected to an alley or street by a driveway, with direct access to any public way other than an alley prohibited. 4-A: no space is required under 1,400 square feet of gross floor area, one space from 1,401 to 20,000 square feet, one space plus one per additional 20,000 square feet up to 100,000 square feet, five spaces plus one per additional 40,000 square feet up to 500,000 square feet, and 15 spaces plus one per additional 80,000 square feet above that.

3 lets a fractional fifth-tenths-or-more result round up, and permits shared or central loading facilities if every served lot has direct access without crossing a street or alley, the combined spaces meet the aggregate requirement, and no served lot sits more than 500 feet from the central facility.
