Chapter 30's miscellaneous nuisance article addresses leaf blowers narrowly through § 30-20(M): no person may operate a leaf blower over surfaces that have not been stabilized, and no person may cause or permit landscape debris or other material to be blown or placed onto any highway, street, alley, public place or public right-of-way.
