Chandler, AZ Animal Ordinances: Mandatory Spay/Neuter (2026)

Chandler's animal code (Chapter 14, Article II, Dogs) does not impose a general spay/neuter requirement on pet owners. Spay/neuter only enters the picture through the vicious-animal process. 1, any person, including a County Animal Control Officer, may petition a City Magistrate for a determination that an animal is vicious; the Magistrate holds an informal public hearing and decides on a preponderance of the evidence, with a right of appeal to Superior Court. 2 lets the court enter any order it deems necessary to protect the public, and lists spay or neuter as one of eight non-exclusive options alongside permanent identification, a posted 'Vicious Animal' warning sign in three-inch letters, $100,000 liability insurance, secure locked-pen confinement (at least twice the animal's body length and three inches taller than its standing height), or destruction of the animal.

3 to make the same determination and orders administratively, subject to a 30-day appeal window to the Justice of the Peace or City Magistrate. Failing to comply with a magistrate's vicious-animal order, including a spay/neuter order, is enforced as a violation of the article.
