" Section 35-3001 establishes three airport noise overlay areas plus a clear zone, measured using the day-night average sound level (Ldn) methodology: ANO-1 covers the area between the post-2005 55-Ldn and 60-Ldn contour lines, ANO-2 between 60-Ldn and 70-Ldn, and ANO-3 within the 70-Ldn-and-greater contour. Section 35-3002's noise attenuation matrix ties construction requirements directly to these zones: category 2 requires a noise level reduction (NLR) of 15 decibels to achieve a maximum 45-decibel interior noise level, category 3 requires an NLR of 25 decibels for the same 45-decibel interior target, and category 4 permits the use only if noise does not exceed 45 decibels within the structure.
