Luke Air Force Base is located 7 miles west of downtown Glendale and is the largest fighter wing in the US Air Force, operating F-35A and F-16 aircraft. Military aircraft noise is exempt from local ordinances under federal preemption. Noise contours are codified in Arizona state law.
Luke Air Force Base occupies the western portion of Glendale's city limits and is home to the 56th Fighter Wing, the largest fighter wing in the USAF with over 120 F-35A Lightning IIs and 20 F-16 Fighting Falcons. The base trains 75% of the world's F-35 pilots. Military aircraft noise is federally preempted and exempt from Glendale's noise ordinance under Sec. 25-65. The AICUZ (Air Installation Compatible Use Zone) program establishes noise contours from 65 DNL to 80 DNL. Arizona state law prohibits homes from being built inside the 65 DNL noise contour unless the residential structure existed before 2001. A.R.S. Β§28-8461 requires real estate disclosure for properties within 10 miles north, south, and west and 4 miles east of Luke's main runway. Low clouds can trap noise and make jet operations louder. Sonic boom incidents have been reported in west Glendale and the Verrado area. The federal Community Noise Mitigation Program offers up to $75 million for noise insulation in homes within the 65 DNL contour.
