Glendale, AZ Noise Ordinances: Aircraft Noise (2026)

1004 establishes the Airport Impact Overlay around Glendale Municipal Airport, layering three Airport Noise Overlay districts on top of the underlying zoning. ANO-1 covers the area between the post-2010 65 and 70 Ldn noise contour lines; ANO-2 covers 70 to 75 Ldn; ANO-3 covers everything above 75 Ldn, plus a separate Clear Zone Overlay at the runway ends that must stay clear of obstructions under FAA standards. Before the City issues a building permit for any structure in a noise overlay area, an acoustical engineer or registered architect must certify that construction materials and methods will hold interior noise to a maximum of 45 decibels in areas where people work or the public is received.

The required noise-level reduction scales with the overlay: 20 decibels in ANO-1, 25 decibels in ANO-2, and 30 decibels in ANO-3. Submitting false or inaccurate acoustical data voids any permit issued on that basis and can block issuance of an occupancy permit, and the City disclaims liability for permits issued on the strength of false information. Owners must also grant the City an avigational easement and release the City from liability for dust, noise, vibration, fumes and fuel particles before any building or development permit is issued.

Construction must be submitted to the FAA on Form 7460-1 for a determination that it poses no hazard to airport operations, and height is further capped by the Airport Runway Approach Clearance Map where it is more restrictive than the underlying zoning district. The Development Services Director routes every application through the Airport Manager, who has 10 working days to comment before permits issue, and residential CC&Rs within the overlay are subject to the Airport Manager's review and comment.
