Glendale, AZ Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 35.3.103(EE) of the Glendale Code of Ordinances lists the standards a Veterinary Clinic must meet in the General Commercial and Professional Office use category. Noise attenuation walls are required between suites so sound transmission stays below 45 decibels, and the clinic must contain all odors within its own suite through odor control and air filtration measures. Outdoor uses are prohibited unless the section specifically allows them elsewhere. A clinic that runs a kennel or outdoor animal training program must also satisfy Section 35.3.104(A) Animal Kennel/Animal Shelter and Section 35.3.104(B) Animal Training, Outdoor: outdoor boarding or training is not permitted at all in the C-2, C-3 and C-O commercial districts, and in the M-1 light industrial district it is allowed only with a conditional use permit approved by the Planning Commission.

Section 35.3.103(FF) sets parallel standards for a Veterinary Hospital, Emergency, requiring the same noise attenuation walls and suite-contained odor control, but adding a distance standard rather than an outdoor-use ban: outdoor uses at an emergency hospital must sit no less than 100 feet from any residential use. Both use types are reviewed through the city's zoning clearance process administered by the Development Services Department before a business license or building permit issues, and the standards apply on top of, not instead of, the underlying zoning district's setback, parking and landscaping rules found elsewhere in Article 2.
