Peoria, AZ Animal Ordinances: Veterinary Clinic Zoning (2026)

Section 21-505(B) of the Peoria Zoning Ordinance sets Use-Specific Standards for Animal Related Uses, and Veterinary Services get their own subsection separate from Animal Shelters/Kennels at Sec. 21-505(B)(1) and Pet Shops at Sec. 21-505(B)(2). Under Sec. 21-505(B)(3)(a), a veterinary clinic's activities are restricted to the medical care and treatment of small animals during regular office hours, and any confinement of animals on-site is limited to essential and occasional overnight care tied directly to treatment, not general boarding. Subsection (b) bars outdoor runs, pens or enclosures altogether and imposes a locational buffer: a veterinary facility cannot be located closer than 100 feet to any street, residential district or existing restaurant, hotel or motel.

Subsection (c) prohibits both boarding and breeding of animals outright at a veterinary clinic, a tighter rule than the one applied to Pet Shops, which under Sec. 21-505(B)(2)(f) may devote up to 25 percent of floor area to overnight boarding as an accessory use. Subsections (d) through (f) require the clinic building to be completely enclosed, built to a Sound Transmission Control Value of 50 or greater to contain animal noise, and to store all refuse inside an enclosed building rather than in an outdoor dumpster.

Any veterinary use proposed in Peoria still has to secure the base zoning entitlement and building permits for the district it sits in under Sec. 21-500 before these use-specific conditions apply.
