Peoria, AZ Animal Ordinances: Dog Leash Laws (2026)

Section 16-34 of the Peoria City Code is the city's leash law. No dog may be permitted at large anywhere within city limits: each dog must be confined to the owner's property by a secure enclosure or kept on a leash not to exceed six feet in length and under the owner's direct control whenever it is off that property. The same six-foot limit is repeated for public parks and school grounds in subsection (e), and separately in the Parks and Recreation chapter at Sec.

7-66(a)(14), which bans walking a dog off-leash except in a designated dog friendly area. Female dogs in season, wild animals and vicious dogs may never be let off a leash or enclosure at all, under subsection (b). If the City Manager declares a rabies quarantine area, subsection (c) tightens the rule further: even licensed dogs cannot be let off-leash anywhere inside the quarantine zone. Dogs over four months running at large must also wear a collar or harness bearing a current county license tag, per subsection (d); working dogs herding livestock, hunting, competing at kennel club events, or racing under an Arizona Racing Commission permit are excused from the tag-while-at-large rule but must stay vaccinated, licensed and controlled.

When the enforcement agent finds a dog at large, subsection (f) authorizes impoundment, a citation to the owner, or referral to the City Attorney for criminal prosecution; officers may enter private property in reasonable pursuit of a loose dog but may not enter a home or enclosure without the occupant's consent.
