1 sets the baseline height rule for every Residential District in Peoria: a fence or wall within or bounding the front yard cannot exceed three feet, and one within or bounding a side or rear yard cannot exceed seven feet, unless another part of the Ordinance specifically allows more. 1 requires above that height, while front yards stay low enough to preserve sightlines from driveways and sidewalks. a: on a corner lot next to a key lot, a fence or wall taller than three feet can go right up to the property line everywhere except inside a clear-sight triangle, measured ten feet along the shared lot line and twenty feet along the property line running from that shared line toward the front of the corner lot.

The Ordinance also carves out specific exemptions from the three-foot front-yard cap: agricultural activity, residential and ranch uses in the Suburban Ranch Districts, schools and public institutions where a taller enclosure is needed for occupant safety, temporary construction site security fencing, and arched masonry entry features built to the design standard in the same Section. Height itself is measured to the fence's uppermost point, from the required two-foot shelf at the base of the wall or from the top of curb, sidewalk, path or trail, whichever sits higher.
