Under Goodyear Code Section 7-2-9, dogs must be restrained by a leash not more than 6 feet in length and of sufficient strength to control the dog when on public streets, public parks, or public property. All dogs must be licensed through Maricopa County Animal Care and Control (MCACC). Dogs running at large are subject to impoundment. The leash requirement applies everywhere outside the owner's enclosed property. Goodyear has designated off-leash areas in certain parks. ARS 11-1001+ provides the state framework for county animal control.
