Phoenix dogs must stay on the owner's property, in a secure enclosure, or on a leash no longer than six feet whenever off-property.
No dog shall be permitted at large. Each dog shall be confined within an enclosure on the owner's or custodian's property, secured so that the dog is confined entirely to the owner's or custodian's property, or on a leash not to exceed six feet in length and directly under the owner's or custodian's control when not on the owner's or custodian's property.

City Code § 8-14 bans letting a dog run at large: it must be confined to the owner's or custodian's property, secured in an enclosure, or on a leash, chain, rope or cord no more than six feet long and under the owner's direct control when off that property. Electronic (invisible-fence) collars do not count as restraint. Exceptions cover designated off-leash dog parks, livestock-control dogs, hunting dogs, and kennel-club or approved dog-sport events.
