41 (Veterinary Hospital, Emergency) impose the same core noise-and-nuisance package on animal care businesses. The City can require an acoustical or environmental engineer's report showing the proposed clinic won't harm adjacent residential properties, or that any impact can be mitigated through design. In a multi-tenant building, noise attenuation walls between suites must keep sound transmission under 45 decibels, and construction methods must incorporate soundproof barriers designed to eliminate odors, waste, and other contaminants from reaching neighboring properties. All clinical activity has to happen inside a fully enclosed, soundproof building; outdoor boarding is banned outright, with one carve-out for hospitals and clinics that treat large agricultural animals.

Any outdoor use, such as an exercise yard, must sit at least 100 feet from a residential use. Overnight boarding is allowed only as an incidental service for animals actively receiving medical treatment, and it cannot occupy more than 25 percent of the clinic's gross floor area, so a facility cannot function as a general boarding kennel under this use category. The emergency hospital variant adds two features the standard clinic doesn't get: it may operate 24 hours a day, and where it sits within 100 feet of a residential use, the City can require additional noise mitigation specifically to address after-hours operations, recognizing that emergency veterinary work happens at all hours.
