Goodyear, AZ Animal Ordinances: Bird Protection (2026)

City Code § 7-1-4(A) prohibits keeping horses, mules, cattle, burros, goats, sheep, swine or pigs or livestock, pigeons or poultry inside Goodyear's corporate limits unless the keeping is permitted by the code itself or by the zoning regulations for that property. In practice this means a resident cannot set up a backyard coop or a pigeon loft on ordinary residential land without first confirming the parcel carries zoning that allows it; agriculturally zoned or larger-lot parcels are the ones the zoning ordinance typically clears for that use.

Subsection (B) lets a household keep up to four household pets, defined in Article 7-2 as dogs, cats and potbellied pigs under 100 pounds, but poultry and pigeons are not household pets and fall outside that four-pet allowance entirely. Subsection (C) bars any animal-keeping, permitted or not, from becoming a public or private nuisance through noise, flies, mosquitoes, rodents, odors, dust, ponded water or manure accumulation. Subsection (D) sets a maintenance floor: manure and droppings must be removed from yards, pens, cages and other enclosures at least twice weekly, and removed from the property itself at least twice a week, more often if weather or sanitary conditions demand it.

Subsection (F) requires every enclosure housing an animal, including a coop or loft, to be structurally sound enough to safely and securely contain the animals kept in it. The section was last amended by Ordinance 13-1287 in 2013 and traces to the Prior Code § 7-1-4.
