Mesa, AZ Animal Ordinances: Veterinary Clinic Zoning (2026)

Mesa's Zoning Ordinance treats veterinary care as its own land-use classification. Section 11-64-4 defines "Veterinary Services" as medical care for small and large animals on a commercial basis, including 24-hour accommodation of animals receiving medical or grooming services, medical examinations, diagnosis, surgical procedures and post-surgical recuperation space, but the classification specifically does not include kennels (a separate classification covering boarding, training or breeding of 4 or more animals not owned by the operator). Table 11-6-2 in Chapter 6 (Commercial and Mixed-Use Districts) then sets the zoning: Veterinary Services is marked "P (4)" in the Neighborhood Commercial (NC), Limited Commercial (LC), General Commercial (GC) and Office Commercial (OC) districts, and "P (4, 7)" in the Mixed-Use (MX) district, meaning it is permitted outright, with no discretionary permit hearing, in every one of Mesa's standard commercial zones.

That is broader than the related Kennels and Small Animal Day Care classifications, which require a Special Use Permit in NC and LC and are prohibited outright in OC. The trade-off for by-right approval is Note 4 to the table: the operation "must be confined to completely enclosed, sound-attenuated facilities," so outdoor exam yards, exercise runs, or open-air boarding are not allowed. In the MX district, Note 7 layers on a further requirement that all activities be conducted entirely within an enclosed building with no outside storage or display.

A veterinary use proposed in an industrial or residential district, or one that can't meet the enclosure/sound-attenuation standard, is not permitted under this table and would need a rezoning or variance from the Board of Adjustment rather than a routine permit. Zoning violations are enforced under Title 11, Chapter 79: the City Manager or designee issues a civil citation, and the Civil Hearing Officer can impose a civil sanction of $150 to $1,500 for a first offense, rising to $250-$2,500 for a second finding within 24 months and $500-$2,500 for a third within 36 months, with each day of continued violation counted as a separate offense.
