Mesa regulates livestock on residential property through a point system in Title 6, Chapter 5. Fowl are limited to 10 per half acre, and larger animals use a points-per-acre formula where horses count as 1 point and smaller animals as 0.5 points.
Mesa allows chickens and other fowl on residential lots with limits based on lot size. No more than 10 fowl or rodents (or combination) are allowed on the first half acre. Each additional half acre allows 10 more. On lots over 2.5 acres, fowl numbers are unlimited. For larger livestock, Mesa uses a point system: horses and cows count as 1 point, miniature versions as 0.5 points, goats and sheep as 0.5 points, and llamas and ostriches as 0.75 points. Homeowners receive 2 points for the first acre and 1 point per additional quarter acre. Animal areas must be kept clean and free of nuisance conditions.
Exceeding animal limits or maintaining nuisance conditions can result in code compliance action. Animal slaughter and waste violations are also enforced under Mesa's nuisance ordinances.
