MCDOT may designate freight loading zones on any county-maintained street through a traffic engineering investigation and Board of Supervisors resolution under ARS section 28-873. Passenger loading zones use white curbs and an R7-2 sign capping stops at three minutes. Drivers must remain within reasonable proximity, hazards engaged. Loading zones in front of dispensaries, schools, or community centers may have shorter limits posted. MCDOT processes new loading-zone requests through its Traffic Operations branch and aligns standards with the Maricopa Association of Governments' Uniform Standard Specifications.
Exceeding the posted loading-zone time, parking when not actively loading, or using a freight zone for passenger drop-off violates ARS 28-873 and triggers MCSO civil traffic citations up to two hundred fifty dollars and tow under ARS 28-872.
