Section 8-6-3(Z), in Title 8, Chapter 6's public nuisance list, bars the responsible party of any property from allowing a recreational vehicle or watercraft to park on a driveway or public street in a residential area beyond 48 hours, and only then for loading, unloading, or cleaning: subject to the City's general parking and traffic regulations and provided the vehicle does not create a traffic hazard or block visibility. Subsection (AA) governs longer-term storage: no more than one recreational vehicle taller than 6 feet, measured from grade, may be stored on a residential parcel if it is visible from the public street; that vehicle must sit in the side or rear yard and be screened by a 6-foot-high opaque fence.

Read together, the two subsections push short-term loading activity to a 48-hour street or driveway window while pushing longer-term storage of taller RVs behind screening out of street view. The chapter's definitions section describes a recreational vehicle as a vehicle built on a single chassis, 400 square feet or less, designed to be self-propelled or towed, and used primarily as temporary living quarters for recreational camping or seasonal use. Mesa Development Services (Code Compliance) enforces the provisions under § 8-6-4, and a violation can proceed as a Notice to Abate under § 8-6-13, giving 30 calendar days to correct the parking or storage before the City acts and liens the property, or as a civil citation under § 8-6-8.

Civil sanctions under § 8-6-9 run $250–$1,500 for a first finding and escalate to $350–$2,500 and $500–$2,500 for repeat findings within 36 months, with three findings in that period exposing the responsible party to habitual-offender misdemeanor prosecution under § 8-6-11.
