Phoenix City Code Sec. 36-140 prohibits standing or parking any vehicle with a rated chassis capacity over three-fourths of a ton, or any tractor, semi-trailer, tractor-trailer, trailer, or bus, on a local, collector, or arterial street in a residential zone, except during loading or unloading.
Commercial-vehicle parking in Phoenix residential neighborhoods is governed by Chapter 36, Article XI, Sec. 36-140. The section bars standing or parking, on any local, collector, or arterial street in a residential zone, of any vehicle with a rated chassis capacity over three-fourths of a ton, plus any tractor, semi-trailer, tractor-trailer, trailer, or bus, with the sole exception of active loading or unloading. The defined term 'street' reaches the full right-of-way including the unimproved shoulder or berm, so pulling a large work truck onto the dirt verge does not avoid the rule. Off-street commercial-vehicle storage on a residential lot is separately limited by the Phoenix Zoning Ordinance (Section 608/702 residential-district standards), which restrict the number, weight (generally 15,000-pound GVWR threshold), and placement of commercial vehicles. Vehicles parked in violation may be impounded by police under Sec. 36-7.
A Sec. 36-140 violation is a civil traffic violation; offending vehicles are also subject to removal and impoundment under City Code Sec. 36-7. Off-street zoning violations are enforced by Planning and Development / Neighborhood Services.
