Recreational vehicle and boat-trailer parking on Phoenix public streets is restricted by Chapter 36, Article XI. Section 36-140 bars standing or parking any 'trailer' (which includes a boat trailer or travel/utility trailer) and any vehicle with a rated chassis capacity over three-fourths of a ton on a local, collector, or arterial street in a residential zone, except during active loading or unloading. The term 'street' is defined to mean the entire right-of-way width including any unimproved shoulder or berm. RVs stored on private residential property are instead subject to the city's dust-free surface requirements (Sec. 36-145) and zoning front-yard parking limits rather than the street rule. Where a vehicle or trailer is left in violation, Phoenix Police may remove and impound it under Sec. 36-7.
A violation of Sec. 36-140 is a civil traffic violation; the vehicle or trailer is also subject to removal and impoundment by the Police Department under City Code Sec. 36-7.
