Phoenix has no general ordinance banning overnight parking on public streets, and metered spaces are free overnight (10 p.m.-8 a.m.). However, under A.R.S. Sec. 28-872 a police officer may remove a vehicle left unattended on a city right-of-way for more than two hours, and oversized vehicles/trailers may not be left on residential streets at all (City Code 36-140).
No Phoenix City Code section imposes a blanket overnight parking prohibition on standard passenger vehicles; a legally parked car may remain on most public streets overnight, and on-street meters are free between 10 p.m. and 8 a.m. State law supplies the backstop: Arizona Revised Statutes Sec. 28-872(C) authorizes a police officer to remove a vehicle that has been left unattended for more than two hours within the boundaries of a city right-of-way (and more than four hours on a controlled-access freeway), and Sec. 28-871 limits leaving a vehicle standing on the traveled part of a highway outside a business or residence district. Overnight parking of trailers, RVs, and vehicles over three-fourths of a ton on residential streets is separately prohibited by City Code Sec. 36-140. Posted street-sweeping or permit-zone signs may also impose overnight or early-morning restrictions in specific areas.
A vehicle left unattended beyond the statutory period or in violation of a posted restriction may be removed and impounded by police (A.R.S. Sec. 28-872; Phoenix City Code Sec. 36-7), with towing and storage costs charged to the registered owner.
