Peoria, AZ Animal Ordinances: Pet Groomer Rules (2026)

Peoria's zoning code folds grooming into its "Pet Shop" use classification, defined in Sec. 21-200 as "retail sales of animals and/or services, including grooming, veterinary care, training, and ancillary overnight boarding services for animals on a commercial basis," excluding mobile dog-walking style services with no fixed location. Any pet shop or grooming operation must be located, developed and operated under the district-by-district land use table in Sec. 21-500 plus the use-specific standards in Sec. 21-505(B)(2). Those standards require that veterinary and grooming services be restricted to small animals and performed only during regular business hours, and that commercial animal breeding is prohibited on-site.

The building itself must achieve a Sound Transmission Control Value of 50 or greater and all activity, including refuse storage, must stay completely inside the enclosed structure; outdoor runs or exercise pens are banned outright. A groomer that also boards pets overnight as an accessory use can dedicate no more than 25 percent of total floor area to sleeping quarters for boarded animals, and that area must be built and maintained so odor from the animals does not create an off-site nuisance. Parking is set separately in the city's use-specific parking table, which assigns "Pet Care" establishments (sheltering and grooming of animals) one parking space per 200 square feet of floor area.

A groomer operated out of a residence fares worse: Sec. 21-505's home occupation standards list "dog grooming" among animal services expressly prohibited as a home occupation in Peoria, so a home-based grooming business cannot obtain even a conditional use permit for that activity.
