Richmond Municipal Code Chapter 9.52 restricts operation of lawn and garden equipment to reduce early morning and evening noise impacts. Under California AB 1346 (effective January 1, 2024), sale of new gas-powered small off-road engines under 25 horsepower (including most residential leaf blowers and lawn mowers) is prohibited statewide; existing gas equipment remains legal to operate. Electric and battery-powered equipment is not exempt from the hour restrictions but is significantly quieter and often less likely to generate complaints.
