Richmond, CA Parking Rules: Overnight Parking (2026)

Richmond does not have a citywide nighttime parking ban on residential streets; instead, overnight parking is regulated through three pathways. (1) City-owned lots: the Marina Way Lot is signed and posted that 'Overnight parking and vehicle storage prohibited,' and the Market Square Lot permits no monthly storage. (2) The 72-hour rule (RMC 14.40.110 and CVC 22651(k)) runs continuously, including overnight, so a vehicle left in place from Friday evening through Monday night may be cited and towed. (3) Sleeping in a vehicle is permitted only at approved Safe Parking Sites under the Safe Parking Sites Pilot Program added to the Richmond Municipal Code on June 22, 2021 (Chapter 9.40, including new Section 9.40.018, amending Sections 9.40.010 and 9.40.015). Under that program, host sites must be existing and properly permitted community assembly, cultural facility, government building, public use, public safety facility, or quasi-public and social service center; no more than four inhabited vehicles per site; only operable cars, RVs, and vans are allowed; the host site must operate at least ten hours per night (with the option of 24-hour operation); restroom, potable water, and trash facilities are mandatory; quiet hours run 10 p.m. to 7 a.m. with generators prohibited during quiet hours; vehicles must keep at least six feet between them; and permits are issued for six months with a pilot cap of fifteen scattered sites.
