The City of Richmond Code Enforcement guidance for commercial vehicles in residential areas states: 'One business vehicle, up to one-ton payload capacity, may be permitted to be parked at a residential property. Otherwise, commercial vehicles must be stored on a commercial or industrial property where allowed by the property's Zoning District.' This local rule is implemented under the authority of California Vehicle Code Section 22507.5(a), which allows local authorities to 'prohibit or restrict the parking or standing, on any street, or portion thereof, in a residential district, of commercial vehicles having a manufacturer's gross vehicle weight rating of 10,000 pounds or more,' subject to exceptions for active pickups, deliveries, and permitted construction work. The 72-hour limit in RMC 14.40.110 applies to commercial vehicles too, and the parking of commercial trailers and semitrailers on city streets requires that they be attached to a vehicle capable of moving them; un-attached trailers cannot be left on the public right-of-way. Commercial vehicles must also comply with Richmond's zoning code (RMC Article XV, Chapter 15.04, Series 600, Section 15.04.607 Parking and Loading Standards) when parked on private property in a commercial or industrial zone.
Parking a commercial vehicle exceeding one-ton payload at a residential property is a code enforcement violation subject to citation and abatement. Commercial vehicles of 10,000 lbs GVWR or more parked in violation of the residential restriction may be cited under CVC §22507.5; trailers detached from a power unit may be cited under RMC 14.40 and removed.
