Full Breakdown
AMC 15.70.060(B)(4) makes it a violation to operate or permit the operation of any mechanically powered saw, sander, drill, grinder, lawn or garden tool, snow blower or similar device in residential areas between 10:00 p.m. and 7:00 a.m. the following day if doing so causes a noise disturbance across a residential real property boundary. Leaf blowers fall under "lawn or garden tool." The chapter sets no separate daytime decibel cap for these tools by name, outside the nighttime window, ordinary yard-tool noise is judged under the chapter's general noise-disturbance standard rather than a leaf-blower-specific limit.
Violations & Fines
The Anchorage Health Department can seek a fine of at least $100 per day the violation continues, plus a civil penalty up to $1,000 per violation, doubled for a repeat offense within one year (AMC 15.70.110).
