The authority is broader than snowfall: the listed materials are snow, ice, rocks, gravel, dirt, debris, litter, and other accumulation upon public streets, so the same signed bans that support winter plowing also support clearing gravel and debris. Two things matter for a driver. First, the ban exists only where signs are actually erected; there is no unposted, citywide snow-route rule in Anchorage.
