Pet stores in Anchorage must hold a Municipality kennel or commercial-animal license under AMC Title 17 and meet care, sanitation, and recordkeeping standards subject to inspection by Animal Care and Control.
Commercial sellers of dogs, cats, rabbits, and similar companion animals must register with AAC, maintain veterinary care records, and provide written health histories to buyers. Anchorage has not adopted a retail-puppy-mill ban as of 2026, but the Animal Control Board has periodically considered restrictions on selling commercially bred dogs and cats from out-of-state mills. Stores selling exotic species must also comply with ADF&G permits under AS 16.05 and AAC's exotic-animal rules. Inspections cover cage size, ventilation, and disease isolation.
License suspension, fines for violations of care or recordkeeping standards, and seizure of animals if conditions endanger their health or violate exotic-species permits.
