Anchorage Municipal Code Title 17.10 requires dogs to be leashed in most public places. The Municipality operates several off-leash parks and multi-use trail segments (including sections of the Coastal Trail, University Lake Park, Connors Bog, and South Anchorage Sports Park) where dogs may be off-leash if under direct voice control. Dogs running at large violate both Title 17 and AS 03.55.010. Licensing is mandatory; tags are issued by the Animal Care and Control Center after proof of rabies vaccination. Seasonal trail rules also apply: dogs must be leashed on groomed ski trails at Kincaid Park and Hillside during ski season (typically November through March). Bear and moose encounters are a real risk, and leash compliance is treated seriously by APD and ACCC.
