Anchorage bars running aircraft engines on the ground or operating an airport so it creates a noise disturbance next door, but can't touch in-flight helicopter noise.
Aircraft and airport operations. No person shall operate aircraft engines while the aircraft is on the ground or operate an airport facility in such a manner as to cause a noise disturbance across a residential real property boundary, on a public space or within a noise-sensitive zone. ... Nothing in this section shall be construed to prohibit, restrict, penalize, enjoin or regulate the movement of aircraft conducted in accordance with applicable federal laws or regulations, including takeoff, landing or overflight procedures.

Municipal Code 15.70.060B.1 makes it a violation to operate aircraft engines while the aircraft is on the ground, or to run an airport facility, in a way that causes a noise disturbance across a residential property line, in a public space, or inside a noise-sensitive zone. If the Health Department gets complaints, the director works with the airport proprietor to recommend operational changes the airport can actually control.
