Aircraft noise from Ted Stevens International (ANC), Merrill Field, Lake Hood, and JBER is federally preempted under 49 USC 41713. Anchorage cannot regulate flight operations but joins FAA Part 150 planning.
Anchorage hosts one of the busiest cargo airports in the world (Ted Stevens International, ANC), the largest seaplane base in North America (Lake Hood), the general-aviation hub Merrill Field, and the active military airfield at JBER. Federal law (49 USC 41713, ANCA) preempts local regulation of aircraft noise and flight operations. The Municipality and the State of Alaska Department of Transportation (which operates ANC) participate in FAA Part 150 noise studies and maintain avigation easements in the Sand Lake, Spenard, Turnagain, and Mountain View neighborhoods. Residents in noise-impact zones are advised at purchase via real estate disclosures. JBER training flights (F-22, C-17, C-130) are coordinated with the Airspace Community Council but are not subject to municipal curfews.
