Summary
Citrus Heights permits leaf blowers Monday through Saturday 7 AM to 7 PM and on Sunday 9 AM to 6 PM under the general noise ordinance. California AB 1346 banned the sale of new gas-powered small off-road engines effective January 1, 2024, so new gas leaf blowers cannot legally be sold. Existing units may still be operated within the hour limits.
Small off-road engines (SORE), which are used primarily in lawn and garden equipment, emit high levels of air pollutants, including oxides of nitrogen (NOx), reactive organic gases (ROG), and particulate matter (PM). [...] In 2020, California daily NOx and ROG emissions from SORE were higher than emissions from light-duty passenger cars. SORE emitted an average of 16.8 tons per day of NOx and 125 tons per day of ROG. Without further regulatory action, those emission levels are expected to increase with increasing numbers of SORE in California. Regulations of emissions from SORE have not been as stringent as regulations of other engines, and one hour of operation of a commercial leaf blower can emit as much ROG plus NOx as driving 1,100 miles in a new passenger vehicle. [...] 43018.11. (a) (1) By July 1, 2022, the state board shall, consistent with federal law, adopt cost-effective and technologically feasible regulations to prohibit engine exhaust and evaporative emissions from new small off-road engines, as defined by the state board. Those regulations shall apply to engines produced on or after January 1, 2024, or as soon as the state board determines is feasible, whichever is later.
Full Breakdown
Citrus Heights does not have an outright ban on gas-powered leaf blowers, but all leaf blower use must comply with CHMC Chapter 42 noise limits and hour restrictions. Landscaping equipment operation is treated as construction-adjacent activity with the same 7 AM to 7 PM weekday window, and a Sunday restriction that begins at 9 AM rather than 7 AM. California AB 1346 (Berman, 2021) directed CARB to prohibit the sale of new gas-powered small off-road engines (under 25 horsepower), which took effect January 1, 2024. The law does not ban use of existing equipment, but retailers in Citrus Heights can no longer sell new gas models. Electric and battery units remain subject to the same hour restrictions. Violations are enforced as noise citations by the Citrus Heights Police Department or code enforcement.
Violations & Fines
