Westerville property owners must keep premises free from rodent and insect infestation under the citys Property Maintenance Code (adopted IPMC 2018). Landlords bear primary responsibility for extermination in multi-unit buildings. Bed bugs, roaches, and rodents must be treated within 30 days of notice.
Westerville adopted the International Property Maintenance Code under Codified Ordinance Chapter 1460. IPMC ยง309 requires owners of structures to maintain pest-free conditions. In rental units with two or more dwellings, extermination is the owners responsibility; single-family rentals place responsibility on the tenant unless infestation exists at move-in. Pesticide applicators must be licensed by the Ohio Department of Agriculture under ORC 921. Mosquito breeding sites (standing water) may be abated by the city under nuisance provisions.
Failure to abate infestation after notice: minor misdemeanor citation, up to 150 dollars fine per Westerville Ordinance 1460.99. Continued violation: court-ordered abatement with costs assessed to property taxes.
