Grove City Property Maintenance Code (Chapter 1359) requires owners to keep structures free of rodents and insects. Infestations must be abated by the owner, not the tenant, in multi-family rentals. Ohio EPA regulates pesticide applicators under ORC 921.
The City enforces the International Property Maintenance Code (IPMC) Section 309 through Code Enforcement (Division of Development). Owners receiving a rodent harborage notice have 10 days to abate. Restaurants along Broadway and Stringtown Road must maintain quarterly pest control logs for Franklin County Public Health inspections. Commercial applicators must be licensed by Ohio Department of Agriculture per ORC 921.06.
Rodent harborage: $150 first violation, $500 repeat within 12 months. Failure to abate after notice: misdemeanor minor degree, up to $150 fine per ORC 2929.28. Unlicensed pesticide application: ODA fines up to $1,000.
