Following passage of Ohio Issue 2, Grove City enacted a local moratorium on new adult-use dispensary licenses pursuant to the opt-out authority in ORC 3780.25. Existing medical marijuana dispensaries licensed by the Ohio Division of Cannabis Control before December 2023 were allowed to convert to dual-use operation. State law imposes a mandatory 500-foot setback from schools, churches, public libraries, public playgrounds, and public parks under ORC 3796.30 (medical) and ORC 3780 (adult use). Zoning districts permitting dispensaries are limited to C-3 General Commercial and M-1 Limited Industrial.
