Codified Ordinance amendments to Chapter 1163 restrict cannabis retail, cultivation, and processing to specific zoning districts with 500-foot minimum buffers from schools (grades K-12), public parks, libraries, churches, and licensed childcare facilities. The city continues to prohibit public consumption, and smoking cannabis is banned wherever smoking tobacco is banned. As of 2026, no adult-use dispensary has opened within Westerville city limits.
