Windham, CT Building Setbacks & Zoning: Setback Rules (2026)

Windham (pop. 24,425, Windham County, including the Willimantic borough) is governed by the Windham Planning and Zoning Commission. The Regulations establish dimensional standards by zoning district: standard R (Residential) districts require approximately 25-30 ft front yard, 25 ft rear yard, and 8-15 ft side yard depending on whether the lot is on a state highway, town road, or has a corner condition. Multi-family and historic-district zones have separate dimensional schedules. Required setback distances in residential districts shall not apply to fences, walls and terraces — these may be located closer to the property line under the accessory-structure provisions. In non-residential districts, no setback is required from a railroad right-of-way. Maximum building height (number of stories and feet, whichever is less) is set per district. The Town's Building Department issues construction permits under the Connecticut State Building Code (2022 IRC adoption with state amendments).
