Under Cook County Code Ch. 102, home occupations in residential zoning districts are limited to incidental, low-impact activities that do not generate customer traffic, outdoor storage, hazardous waste, or noise. Commercial automotive repair, body work, oil changes for the public, and tire services do not qualify and require a permitted commercial property in a B or M district. Even residents repairing their own vehicles cannot operate de facto repair businesses, store inoperable vehicles, or perform painting outdoors. CCDPH and the Illinois EPA enforce 415 ILCS 5 air, waste oil, and refrigerant rules statewide, and HOAs and suburbs add their own restrictions on driveway repairs. Inoperable vehicle storage is also regulated under Ch. 50 and most suburban property maintenance codes.
