Under California Business and Professions Code Section 4600 et seq., the California Massage Therapy Council (CAMTC) certifies individual practitioners statewide and preempts most local practitioner licensing. Santa Clara County and its cities cannot duplicate certification but may regulate the establishment: zoning approval, county business license, signage, lighting, lockable doors, sanitation standards, and recordkeeping. Operators must verify CAMTC certification of every therapist and post certificates visibly. Unincorporated SCC requires applications through the County and limits massage uses to certain commercial zones with separation from sensitive uses where related to adult activity. Cities may inspect and revoke for unlawful conduct.
