Tobacco retailers in Arizona must hold a Tobacco Distributor or Retailer registration through the Arizona Department of Revenue and follow Smoke-Free Arizona Act compliance under ARS 36-601.01. ADHS conducts youth-access compliance checks under ARS 36-798.03. Federal Tobacco 21 raised the minimum sale age to 21 in 2019. Maricopa County health officials enforce smoke-free indoor air rules but do not run a county tobacco retail license. Phoenix and other cities can add local rules. Synar inspections require under-21 buyer compliance. Vape and e-cigarette products require ADHS retailer notification under ARS 36-798.06 amendments.
Selling tobacco to anyone under 21 is a Class 3 misdemeanor under ARS 36-798.03, with fines up to $500 first offense and $1,000 subsequent. Repeat violations result in retailer license suspension and Synar program penalties.
